What the various states want primarily is there cut of any sales tax you avoided in purchasing material from out of state sources. Most states have what they refer to as a "use tax" which you report these purchases and pay the state sales tax rate. If you fail to report these as you go along, most only require a yearly reporting, you could be subject to penalty and interest if you wait until you have a finished airplane. Yes, they do charge penalty and interest. If you get an N number, as Mark stated, you now have piece of real property subject to property tax. To go one step furthur, simply acquiring and N number in anticipation of building puts you on the property tax rolls much like the holder of a copyright or patent would be subject to an intangible property tax. Sounds unbelieveable but true. So, pay the sales tax as you go, get your N number late in the game and you will save yourself heartache and money. Reserving the number does not put you on the tax rolls. As soon as you register the plane, you are put on the roles. We are charged based on the value that they apply to the property and since they have no real way to value the property, getting documentation as Mark L. suggested is something that can work in our favor. This in turn releases more peak RF energy in a shorter time when the plug fires. This produces a much stronger RF pulse; not good if you want the best radio communications in the aircraft band, but great if you want a spark-gap radio transmitter. An Italian guy, Marconi, discovered this about a 100 years ago. Since Wilber and Orville were not talking to ATC yet, nobody much cared then. I eventually had it to the point that it would either read twice the speed it should, or "quit" (got back to displaying hours). The Tiny Tach guy was supposed to send me a new one last week, but I'm still waiting on it. I did get the EIS to read right (by setting the "tachP/R" to 6), so I have one good tach already. Right now I'm waiting on my Ellison carb to do some more runs. I expect I'll get more power out of it. The only thing between me and a BFR is a 100 hour inspection on the 172, and twenty minutes of night flight time... What I did was to form a sole proprietor business for the aircraft construction, acquire a tax exemption number and certificate, and then report every month what if any tax I owe. Been doing this a little over one year and the only hassle is the monthly reporting. When the airplane sells (how long I don't know) then I just have to charge sales tax appropriate to my county and pay the State of Florida their cut then. If you don't want to go this route make sure you find out first what the tax is and buy your airplane with the tax as part of the final price, or pay as you go on the parts, and keep good records so you don't get overtaxed/doubletaxed. The one thing I have found out here is that even different departments in the same building do not talk well, so do not count on different parts of the same agency, or different agencies communicating. I use these pumps for dispensing vinyl ester resin also. Sure beats trying to pour a small exact quantity out of a gallon can. You can change the calibration by altering the length of the blue insert in the barrel of the pump. Get the dispenser pumps and you are never wrong on the amount of mix, and it goes down great. I won't use anything else. And it doesn't smell bad. Use yogurt cups for mixing and let them cure overnight and you can just flex the cup and clean off the epoxy and use it again. Airplanes are not taxed by the county or local governments, fortunately. I am a township assessor, and i do not have to try to find the airplanes in the township, and aircraft have never been mentioned int he training sessions here. You may find that an airport in a different county can make all the difference in the amount of taxes you pay. I live in Barton County, Kansas. When I was completing my Renegade in August 2000, they wanted to value it at the cost of all of the materials ($25,000), PLUS $40 for each hour I put in building it ($93,640)! Next door in Ellsworth County, they asked me what the basic kit cost without engine ($16,000) and they based my taxes on that. Now I drive 26 miles each way to fly, but I save about $3000 a year in taxes. Life is wonderful. Still painting my KR-2.
